Konsep Keadilan Sosial dalam Regulasi Pendidikan Anak Usia Dini

Penelitian ini bertujuan menganalisis konsep keadilan sosial dalam regulasi pendidikan anak usia dini (PAUD) melalui pendekatan library research dengan karakter normatif-konseptual. Kajian ini berangkat dari asumsi bahwa pendidikan anak usia dini bukan sekadar layanan pendidikan dasar, tetapi merupakan hak fundamental anak yang memiliki dimensi keadilan distributif, korektif, dan prosedural. Analisis dilakukan terhadap literatur teori keadilan sosial, teori negara kesejahteraan, serta kajian hukum pendidikan dan perlindungan anak. Hasil kajian menunjukkan bahwa regulasi PAUD secara normatif telah mengakui prinsip keadilan sosial, namun dalam konstruksi konseptualnya masih cenderung formalistik dan belum sepenuhnya menjawab persoalan ketimpangan akses, kualitas layanan, dan distribusi sumber daya antarwilayah. Kajian ini menegaskan bahwa keadilan sosial dalam regulasi PAUD harus dimaknai sebagai kewajiban aktif negara untuk menjamin kesetaraan kapabilitas anak sejak usia dini, bukan sekadar penyediaan layanan minimal. Artikel ini merekomendasikan rekonstruksi regulasi PAUD berbasis prinsip keadilan distributif dan kapabilitas guna memperkuat dimensi substantif dari hak pendidikan anak usia dini.
